This 10-page file is the record of the district court lawsuit that Bill Spelman filed against the secretary of the board of trustees of Austin Community College to get on the ballot for the 1996 election in which Spelman ran for the Board of Trustees. Watts Davis had disqualified Spelman for failure to sign the application but relented when the case went to the Texas Supreme Court and agreed to put Spelman’s name on the ballot.
