Austinites for Geographic Representation is running its campaign to support Proposition 3 under the “Trust Austin” name. AGR is distributing 100,000 door-hangars to door knobs all over town. This graphic displays both sides of the door-hangar. Proposition 3 was put on the ballot through a citizens petition. It would require election of council members from 10 geographic districts and only the mayor to be elected at-large. Senate Bill 100

Senate Bill 100 was enacted in the 82nd Regular Session of the Texas Legislature in 2011. Among other things, SB 100 authorized the City of Austin to move its next election to November 6, 2012, and adjust the terms of office for the mayor and council members to conform to the new election date. Further, SB 100 allows the City of Austin to opt for election of all council members at the same election, superseding City Charter requirements for council elections to be conducted in May and terms to be staggered.

In Fact Newsletter September 19, 1997

This article published in the September 19, 1997, edition of the In Fact newsletter, reported on the decision of U.S. District Judge Sam Sparks resulting from a federal lawsuit filed by the American Civil Liberties Union on behalf of Austinites for a Little Less Corruption. The plaintiffs argued that the group’s petition was improperly reviewed by then City Clerk Elden Aldridge, who had ruled there were insufficient valid signatures to get the measure on the ballot. Judge Sparks wrote a scathing decision that called the City Clerk’s petition review process “Draconian.” The judge also harshly criticized the City of Austin for defending Aldridge’s actions. The decision permitted the group’s proposition to go on the November 4, 1997, ballot, where it was approved by 72 percent of voters to limit campaign contributions to mayoral and council candidates to $100 per election cycle. (The City Charter was subsequently amended to raise the contribution limits.)

On August 6, 2010, Williamson County Judge Dan Gattis signed this letter to Round Rock attorney Mike Davis. The letter notes that the Williamson County Commissioners Court had never approved a services agreement for Davis to represent the county in any legal matter until the court voted to do so on August 3, 2010. One attachment to the letter is a draft engagement agreement to represent county court at law judges in Heckman et al v. Williamson County et al. The letter also states that the county had paid Davis to represent County Court at Law No. 3 Judge Higginbotham without authorization. The letter further requested Davis to identify the actual amount and issue a check or credit memo to cover that amount.

On October 15, 2010, the Williamson County Commissioners Court issued this statement to announce “the reasons behind our decision to hire an attorney to work directly with the commissioners court.” That decision cut County Attorney Jana Duty out of the process of advising the commissioners court and triggered a lawsuit when the commissioners court took an attorney from Duty's office and more than $100,000 to pay for that attorney and an additional person to establish a legal office under County Judge Dan Gattis.

This file details Georgetown Council Member Pat Berryman's after-the-fact accounting for expenses she claims were incurred in connection with her duties as a council member, while also a state employee working for State Senator Steve Ogden (R-Bryan), July 2008 through December 2009. On December 18, 2009, Berryman was paid $13,600 for expenses but furnished no receipts and no accounting of any kind. The only item on the ballot was a proposed ordinance that was put before voters through a successful petition drive. If approved by voters the ordinance would have amended the city’s Fair Housing Ordinance by allowing landlords to discriminate on the basis of sexual orientation. The ballot language stated: “It shall not be unlawful to deny housing on the basis of sexual preference.” The voters soundly rejected the measure with 37 percent in favor and 63 percent opposed.
